Project Description: The Pateros Mall is the main street for the central business district. The Mall, built in mid-60s, needs rehabilitation. The project requires replacement of the existing hardscapes, addressing stormwater, and replacement or lining of water and sewer mains which are over 60 years old, deteriorated and at the end of their useful life.

Over 200 pedestrian malls were installed in the 1950s and 60s as a new approach to downtown America. In Cole E Judge's 2013 research, THE EXPERIMENT OF AMERICAN PEDESTRIAN MALLS, he found that pedestrian malls have had an 89% failure rate. As the City's "Main Street", the Pateros Mall cannot afford to fail. Since 2014, the city has made considerable enhancements to the Pateros Mall and Central Business District.

The Mall is the infrastructure anchor that ties the Central Business District together and includes water, sewer, stormwater, and fiber. It is the architectural datum for business activity and pedestrian access to services. The project will provide another 50-75 years of sound infrastructure. It will reduce maintenance; improve access; increase stormwater capacity; reduce pedestrian hazards; increase aesthetics and visibility; and thus, economic development. The planned renovations will provide a "new" Mall that will help attract business investment and help retain existing businesses.

Surveys advertised at Friday market, movie night, hydro event, City website, utility billing inserts, and Pateros Market Facebook page. Interview conducted with Market Committee following the season.
